Can I use this handicap in a tournament?

It depends on the nature of the tournament. If it is a USGA sanctioned event or one which requires an official USGA handicap you will not be able to use your Golfhound.com handicap. Many recreational and clubs events, however, may accept a non-USGA handicap. Similar to an official USGA handicap, your Golfhound handicap is intended to give you an indication of your playing potential.
